NARI supports introduction of House EPA Lead Rule Reform Bill
Murphy’s introduction of legislation will better protect children, pregnant women.
Des Plaines, Illinois, May 22, 2013—The National Association of the Remodeling Industry applauds Rep. Tim Murphy (R-Pa.) and the 21 additional co-sponsors, for introducing H.2093, The Lead Exposure Reduction Amendments Act.
This bill provides homeowners more control of how a remodeling project gets handled in the home when no children or pregnant women are present. In response to a NARI survey, a majority of homeowners agreed with the statement: “I want the option to opt-out of the EPA’s RRP regulations.”
“NARI members take their job as consumer advocate very seriously, and this is a choice homeowners want to have. We applaud Rep. Murphy for recognizing that and continuing to fight for that provision,” says Art Donnelly, MCR, CKBR, NARI National president and a remodeler from the New York/Long Island area.
H. 2093 also includes other changes to the EPA’s LRRP rule:
restore the opt-out provision to the EPA's Lead Renovation, Repair & Painting (LRRP) rule.
- prohibit the EPA from expanding LRRP to commercial and public buildings.
- provide for an exemption for renovations after a natural disaster.
- suspend LRRP if the EPA can't approve a commercially available test kit that meets the regulation's requirement.
NARI continues to work with the EPA to assist the agency in educating the public on the importance of hiring an EPA-certified remodeler to work on their pre-1978 home. NARI also has been pushing the agency for tougher enforcement to crack down on the underground economy created by non-certified remodelers who are not only violating the rules but also putting children and pregnant women at risk by not using lead-safe work practices.
